Lubith is a web service that will let anybody come up with one such theme by merrily dragging and dropping elements into their relevant position. Elements can be resized using two knobs, and once you are happy with the results you can simply save everything and begin using your newly-built theme.
This service, then, has the enormous distinction of taking something that previously could be done only by those who had a certain technical understanding (or even mastery).
For the time being, the only browsers supported are Chrome and Firefox. That is, the provided web editor works only on these two browsers. But that is set to change by the time Lubith is updated next.
