It's a content based community site structured around themed blogs. They've been up and running for 3 years, so they started way back when there were only 4 or 5 of these kinds of sites around. The site is easy to find your way around and they pride themselves on their quick service, free of space wasting software. For example, it takes under 5 minutes to register and 2 little seconds to upload a skin onto your page. As well as this the site has a number of great features to help you find exactly what you're looking for; you can search users by area of interest, username, age or location, if this doesn't suit you the homepage also lists a number of popular interests, categories, local blogs, recent blogs and some random ones too.
